First of all, the outcome of the WRC’s agenda-tiem 9.1b is a “recommendation” only. But surely in Europe all athorities will swiftly implement it under the political pressure of the EU, with Galileo in the background begging for protection. It probably however takes at least untill november 2024 untill the recommendation will be effective. Allthough this might look as if we can sit back and relax, I think the best next step is to change our bandplanning as soon as possible and move the EME activity to 1299-1300 so as to show our goodwill towards the RNSS and primary band-user Galileo in particular. Let us also hope, that it will convince the authorities in OH and OE (and who else?!), that their step was a bit premature! The experiments conducted by Bob KA1GT and others are very helpfull in proving that there are no major technical objections for this step and as far as I can see, all countries worldwide have the allocation extended up to 1300, except Italy but they are working hard on it. Changing the bandplan is no small issue, but the IARU has the authority to do that provided that there is consensus within its memberstates. I will advise the IARU to take swift action, no time to waste!
